My backpack was around 8 kg — over the 7 kg limit — and nobody weighed it. I carried my laptop in a sleeve as my personal item just in case. In my experience they're more concerned about overhead bin space than weight, but if you struggle to lift your bag someone might question it.
On the Q300 turboprop, the official limit is 8 inches tall and my bag was 9 inches. Nobody measured it — they sometimes weigh bags but I've never seen them measure. As long as it doesn't look obviously oversized, you should be fine.
