For liquids, the 100 ml per container rule is enforced by airport security not KLM. At Schiphol you can leave your liquids bag in your hand luggage during screening, but at other airports like CDG they may ask for an approved transparent bag.
KLM has become stricter on weight than size — combined carry-on plus personal item can't exceed 12 kg. Mine was weighed at check-in at Schiphol. But my bag was a bit over 55 cm and nobody measured. If the flight is full they'll gate-check or even check your carry-on at the counter for free. A soft backpack as a personal item is fine as long as it compresses and fits overhead.
